What Do these Photos Depict?

Bill Mullen sent along the pair of photos below that show a piece of equipment that he's curious about. If you can identify it, contact the Webmaster. There are no notations on the photos as to where or when they were taken, but more than likely it was Germany in 1945 or 1946. The guy in the lower photo is Bill's father.
